Anoia is the goddess of things stuck in drawers. Mrs. Cake is too be avoided because she has precognition but forgets to turn it off during conversations which leads to confusion when she answers a question before you ask it, but insists you ask anyway because she'll get a terrible headache if you don't.
I recognize the river diversion one as an Alex Jones taking point, via Knowledge Fight. Iirc it's in northern California and wouldn't help with reservoirs near LA anyway. The river may or may not actually even be diverted for these fish
