Even if he did say it before the election, terrorists wait till the last minute to release the hostages in order to get as many concessions as possible before the deadline they were given. The Iran hostage crisis played out in a very similar manner. Jimmy Carter also tried to get the hostages back for a year with no success. It wasn't until Reagan was coming into office that the hostages were released.

Bidens had over 400 days to get a deal done and couldn't. Trump said that if the hostages weren't released by the time he takes office all hell would break loose in the middle east. It's obvious what happened here, at least to most of the country
He made it clear that there would be hell to pay if this wasn't settled before he took office, and obviously, they believed it.
