Not the answer you're looking for, but can RethinkDNS not run over port 443 to bypass those blocks? I'm not familiar with it at all, but that's generally how I get around VPN blocks.

Depending on the client, yes!
I believe in Windscribe and possibly IVPN, you can set it to connect to certain servers on certain networks.
If you run Linux, you can also do this with any VPN via NetworkManager.

In your network settings did you set the private DNS server to "https://sky.rethinkdns.com/"?
DoT doesn't work on my company network, but DoH is indistinguishable from other HTTPS net traffic.

I wish I knew 100% but maybe through some kind of automation application like tasker or something similar
