The delightful irony is that late last year, Chinese students started doing a big bicycle ride from Zhengzhou to Kaifeng for dumplings. Too many young folks together gets Chinese officials nervous so the authorities shut it down.

So, master of your own time if the party approves of how you spend said time.

Can tell you right now that routinely in my city (in America) car drivers lose their shit at cyclists doing critical mass type things. The motive you suggested may exist and it may all have been a pretext, but it's not unexpected when it comes to roadways. They don't allow cyclists on the highways around me at least.

Sure, but that was in the Good Place, where the local government was simply empowering the will of the people, which is completely different from what happened in Bad Place, where the central authoritarian regime imposed its will on the people. So there’s really no comparison.
