It says here that Geoffrey Giglio was once arrested for taking lewd photos of children at a public swimming pool. I don't know if it's true or not, that's just what it says.

Just to be clear: they get away with it because cops are the ones who’d have to arrest these idiots, and… well, that Venn diagram is very close to being a circle.

Yeah. I mean, the whole free speech thing is cool and all, but this seems like it should be seen as a direct threat.

As I said: the problem is that the people whose job it is to respond to those direct threats are, in some cases, the same ones who are making the direct threats, or enjoy the fact that those threats are being made / agree with the threats. Police unions in the states are 100% fucked beyond repair, imo.
