If that truly continued every year, that means someone too young to legally smoke could eventually die of old age when the legal smoking age is, say, 90 and they're 89.

I've never heard of underage people drinking so I'm sure this will work too.
it is harder for underage people to drink but normally in the UK when underage people drink it's teenagers and they're supervised to some degree
