Well i just checked because of your comment and no they are'nt banned i think the law goes something like you can't watch it in public or something.
Nah they are positively blocked, if you try to access them you'll be hit by "The website has been blocked as per direction/order of Hon’ble Court."

Yes the ISPs/carriers have to implement the block. Almost all of them block the major sites but there are a sites which are blocked by one and not by the other.
Maybe they banned them and un-banned them later? It was a big story when the government of india banned porn sites.
